Flat measurements:
18 bust
14.5 waist
20.5 hip

Measurements are are pretty flexible due to the bias cut, although you will lose length as you take up more space in the hips.

This gown is in near pristine condition, which is pretty rare for something made of delicate silk chiffon. The fun pastel color makes me think it is from about the year 2000.
I don't see any real flaws, although a couple of the tiny seed beads are slightly loose and you might want to go in through the inside and just pull them tight.
