90s (or late 80s) rich blue velvet mini dress by Be Smart. No fabric content tag, but its probably an acetate rayon blend velvet in the most gorgeous color of cobalt blue. The neckline is scalloped and off the shoulder with elastic straps and short sleeves. The bodice is lined and has boning over the bust, smart construction to keep the dress up! (see inside in last photo). Dress has no stretch and is quite fitted 90s bodycon style with contour seams. In back there is a 17" zipper and a 6" back slit at the hem. Perfect for cocktails, New Years Eve or a formal occasion, this gorgeous gem of a vintage dress is sure to turn heads!
